Want stress-free exams? Download PM Narendra Modi's e-book

NEW DELHI: Students looking for some light reading this exam season can now peruse an e-book of Prime Minister Narendra Modi's Sunday 'Mann ki Baat' during which he offered insights on how to be stress free before tests.

The PM said on Twitter that the e-book also comes with "personalised exam greetings."


On Sunday, in his monthly 'Mann ki Baat' address to the nation, Modi said students and their families should look at exam season like it's "a festival"+ and not as a source of stress.

"My view is that examination is a celebration. Take it as if it is a festival. And when there is a festival or celebration, then the best comes out of us. We feel the society's strength during celebrations. Whatever is the best comes out," he said.

"Smile more to score more" and don't take it as "test of life", the PM said.


Horticulture Cell (HC) - IGNOU


Horticulture Cell designs and maintains the greenery in the sprawling campus of the University, spread over 120 acres. The cell also generates sufficient plants for sale. It develops parks at different locations, and maintains them.
Bio-pesticide is prepared at the nursery and is also being utilised for protecting the plants. The cell also grows vegetables without using pesticide. Mushroom (oyster) is also produced and sold in the cell. The cell grows annual flowering plants for beautification at various locations in the University campus, including the residential complex.
The cell has its own nursery on an area of about one acre where all kinds of plant propagation activities are undertaken. Every year, the cell develops around 20,000 ornamental potted plants which are put to decorate different sites, offices and residences of the officials.

University Grant Commission moves to block use of predatory publishers

In order to improve the quality of published research and to crack down on so-called ‘predatory’ academic publishers – who charge fees to authors but fail to provide adequate quality control, or make misleading claims about their quality – India’s University Grants Commission, or UGC, has this month published lists of approved journals for publishing research papers. 

The UGC, a statutory body that oversees university education in India, has now linked academic promotions and recruitment to its Academic Performance Indicators or API system, which will only recognise papers published in journals that are on the approved lists issued on 10 January.

Previously universities decided independently which journals would count towards promotions.

Student Service Centre (SSC) -IGNOU

Open and Distance Learning (ODL) system is said to be more learner-centric than the conventional system. In other words, the system is oriented towards the need of the learners.
Thus, the learners should be our main focus. Moreover, the phenomenal growth of IGNOU, both horizontal and vertical, has brought in its trail some issues, problems and causes of concern for the learners.
While every Regional Centre and Study Centre, within their constraints, is capable of providing support to the learners, it was felt that a Centre should be created at IGNOU Headquarters dedicated solely for the purpose of providing learner support in the form of attending to their queries, grievances and if necessary helping them out with suitable guidance and counselling.
It was also felt that there should be some exclusive space at our headquarters where the learners would get an opportunity to meet their peers. In view of above, the Student Service Centre was built in 1999 and was dedicated to the memory of IGNOU's Founder Vice-Chancellor, Late Prof G Ram Reddy.

Entrance Test for Management Programme of IGNOU on 5th February, 2017

Indira Gandhi National Open University (IGNOU) is conducting Entrance Tests on Sunday the 5th February, 2017 for Management Programmes (Openmat-XLI) for July, 2017session. The Test is being conducted at 60 Examination Centres spread all over the country accommodating 2912 candidates.
The Hall-Tickets have already been uploaded on the University website.  The candidates have been informed through SMS to download the hall ticket for appearing in 5th February, 2017 entrance test.  The Hall Tickets can be downloaded by the candidates after entering their name. 
In case, the candidates are unable to download the Hall-Ticket, they can contact the Regional Centre and obtain the information of Examination Centre allocated to them.  The candidates after getting the information may report to the exam centre with recent passport size photograph.  In such case they have to submit an undertaking at the Examination Centre stating that in the event of information furnished by them is found to be incorrect, their candidature will be cancelled.  Candidates must report at the Examination Centre 45 minutes before commencement of the Entrance Test.

National Centre for Disability Studies (NCDS) -IGNOU

Indira Gandhi National Open University (IGNOU) set up the National Centre for Disability Studies during the 10th plan period, that is operational since November 2006. In order to achieve the goal of Universalisation of education (i.e., teaching, training, research, extension and good governance), the National Centre for Disability Studies (NCDS) was established to undertake plethora of academic, research, extension and awareness activities for human resource development to empower the persons with disabilities and create a society that is friendly for them.
National Centre for Disability Studies acts as Nodal Agency and the first National Centre on Disability Studies under open and distance learning system.  The centre is mandated to design develop and implement educational, vocational and awareness programmes in disability for the service providers, who are working for the care and cause of children/persons with disabilities for their rehabilitation and mainstreaming in the society.  Its vision is to develop human resources in various fields and areas of disability for creating a sustainable friendly society for person with disabilities.

Hindi Cell (HC) - IGNOU

Introduction

The Hindi cell looks after the implementation of the Official Language Policy of the Government of India and makes available necessary inputs/help to increase the use of Hindi in day-to-day work at the University. It also arranges Hindi Pragya and Prabodh classes for Non- Hindi speaking staff, translates office orders/memoranda/circulars/press releases/forms and organises awareness campaigns for the use of Hindi in the office.


Distance Education Programme — Sarva Shiksha Abhiyan (DEP-SSA) -IGNOU

The Distance Education Programme (DEP) is a major intervention under Sarva Shiksha Abhiyan, created, by the MHRD, Government of India, on 1st July 2003, to implement the distance education activities under SSA in the country. Indira Gandhi National Open University is the nodal agency responsible for implementing the distance education component throughout the country. This national level project aims at providing need-based and local specific training to teachers and other elementary education functionaries associated with SSA and RTE, by employing the open distance learning mode.
The DEP-SSA focuses on the quality dimension of teacher training which is crucial for achieving quality education in the country. reinforce knowledge, motivation, commitment and professionalism amongst the teachers at the elementary education level. Through DEP-SSA, teacher training is imparted without dislocating the functionaries from their place of work and is paced as per their convenience.
DEP-SSA strives continuously and in a sustained manner to help states to achieve the goals of SSA. It is functioning effectively in the states to achieve the gigantic task of sensitizing the local functionaries such as, master trainers, coordinators of block resource centres and cluster resource centres, faculty of DIETs and SCERT. efforts of capacity building at elementary education level, through multimedia inputs which include print, audio, video, multimedia and teleconferencing, thereby facilitating work place and multiple media based training and content generation. It is a State-driven initiative, thereby plan and organize activities in close coordination with grassroot level functionaries, like Panchayati Raj institutions, school management committees, village and urban slum level, education committees, PTAs and MTAs, for effective management of elementary schools.
Open distance learning system has tremendous potential to reach out to large numbers in a short span of time and the interventions have impacted the SSA activities significantly in the country.
This is evident from the achievements of DEP-SSA in terms of professional development of teachers, classroom transactions, community mobilization, girls’ education, etc. The DEP-SSA operates in a mission mode and has thus far trained millions of teachers, teacher educators, para teachers and other functionaries.

Staff Training and Research Institute of Distance Education (STRIDE) -IGNOU

Introduction 

Division of Distance Education in 1986, soon after the establishment of IGNOU in 1985 to cater to the training needs of various functionaries of the Indira Gandhi National Open University (IGNOU).
Later, based on the proposal by Commonwealth of Learning (COL), the Asian Development Bank (ADB) and the Ministry of Human Resource Development (MHRD), Government of India, the Division of Distance Education of IGNOU was upgraded into the Staff Training and Research Institute of Distance Education (STRIDE) in 1993 to set up a training and research institute for distance education in the South Asian Region.
STRIDE has been conducting training and research activities for IGNOU, State Open Universities (SOUs) and distance education institutes in India as well as serving the distance education training, research and capacity building needs of the Asian, African and the Caribbean countries (around 45 countries). More than 500 major training programmes have been conducted by STRIDE since 1985. Also around 40 major research projects have been completed by STRIDE.

National ODL Centre for Local Governance (NOCLG) -IGNOU

The National ODL Centre for Local Governance (NOCLG) has been established to catalyze the process of democratic decentralization. It is expected that the Centre will facilitate developing a clear vision and strategy to plan and provide for an appropriate educational and training intervention to meet the challenge of facilitating and expediting the silent revolution expected to be brought about by the 73rd & 74th Amendment of the Constitution. The main objectives of the Centre will be to:
Objectives
  • Conduct research on specific problems and issues of local self-government institutions and related areas;
  • Design and develop appropriate multi-mode educational and training interventions/courses necessary for capacity building of elected members and functionaries of local self-government institutions;
  • Hold consultative conferences or other meetings to create a conducive environment for effective policy inputs and field level implementation of development interventions taken up by of local self-government institutions;
  • Establish linkage with similar institutions in the country as well as similar organizations in other countries towards the furtherance of above objectives; and
  • Serve as a clearing house for information sharing on various aspects of local self-governance and promote dissemination of information through publications.

Delhi govt to come up with more vocational training centres


In order to promote skill-based education, Delhi government is in process of opening new vocational training centres and strengthening the existing ones, Deputy chief minister Manish Sisodia said here on Monday.

Sisodia, who is also the Education Minister, made the remarks during a meeting with a visiting delegation from Australia and senior officials of the Department of Education who discussed setting up of training institutes to enhance the training of educators and improve vocational courses and skill development programmes in the national capital.

Inter University Consortium for Technology Enabled Flexible Education and Development (IUC-TEFED) -IGNOU

The structure of Inter University Consortium (IUC) is on the lines of Pan-African e-Network and the existing consortia of UGC, AIU etc. All the Open Universities in the country can be the founding members.
Conventional universities, NGOs, corporate organisations etc., involved in the development of Education and Training, can also be invited for collaboration and partnership.

Internationalising Indian universities – The way forward

With a population nearing 1.3 billion, half of which is 25 years or younger, and a projection that by 2030 India will have 140 million people in the college-going age range, the country holds great potential to become a major source for world talent.

The major challenge higher education policy-makers face is to put in place an effective system capable of educating and training this young population to deliver on the ‘demographic dividend’.

Size and shape of higher education

The Gross Enrolment Ratio in higher education – the number of individuals participating as a percentage of the college-age population – is estimated by the All India Survey on Higher Education or AISHE 2015 to be 23% – significant growth from the 0.4% in 1950-51.

The government’s stated aim is to achieve 30% by 2020. Various estimates indicate that to achieve this would require an additional 1,500 higher education institutions.

Why a model curriculum won’t work -UGC

For much of the world, including for the University Grants Commission or UGC of India, the pursuit of ‘quality higher education for all’ is a key goal. The UGC, in liaison with other regulators like the All India Council for Technical Education, has proposed a model curriculum – for all undergraduate and postgraduate programmes and any associated core or elective courses – as part of the solution. 

However, standardised or so-called ‘model curricula’ are ineffective when students with a variety of academic abilities are enrolled onto courses. Those nations which have seen a massive rate of increase in enrolment over a short period of time often face this challenge. Regulators who insist that a model curriculum be followed are actually part of the problem rather than part of the solution.

We need to abandon the one-size-fits-all mentality. What is important is that there should be continuous improvements in the quality of education and that this should be judged by factoring in the variability of the quality of the students who are enrolled on a course. 

In an expanding higher education environment, it is likely that many institutions will enrol students with a lower level of basic skills (reading, basic maths, thinking, etc) than institutions did a decade ago.

Poor want English to be taught in govt schools from beginning

NEW DELHI: People from the poorest section of the society feel that English is an avenue for better life and want the government schools to teach this language to their students from the beginning, a Group of Secretaries set up by Prime Minister Narendra Modi has said in its report.

It has also made a number of other recommendations like favouring detention policy in various classes and making yoga or sports a part of education curriculum for better physical development of children, sources said here on Sunday.

In its report to the Prime Minister, the Group has reflected the aspirations of the poor parents who cannot afford to send their wards to private schools which are 'English medium' and feel their children are deprived because government schools do not teach English from the beginning level, the sources said.


Education not commodity, student not consumer: Consumer forum


NEW DELHI: A youth's plea against an institute for allegedly not providing him with an internship or job as promised at the time of admission, has been rejected by a consumer forum here which observed that "education is not a commodity".

A Delhi District Consumer Disputes Redressal Forum (West) rejected the plea of the youth who sought refund of the Rs 3.52 lakh fee paid by him to pursue PG Diploma in Event Management and Public Relations at a private institute here.

The complainant, a Noida resident, had also sought compensation of Rs 40,000 on account of mental pain and agony and deficiency in service from the institute and its Executive Director.

"The complainant took admission with the opposite party, an education institution for pursuing PG Diploma in event management and Public Relations on payment of requisite fee.

"The opposite parties (institute and Executive Director) are imparting education. Therefore as held by Supreme Court, National Commission and State Commission of Chandigarh consistently, education is not a commodity and they are not service providers and the complainant is not a consumer under the Consumer Protection Act," a forum bench headed by Presiding Officer R S Bagri said.

The forum accepted the assertion of the institute and its executive director that the complaint was not maintainable as the complainant "does not fall within the definition of consumer as provided under the Consumer Protection Act."


It observed that "education is not a commodity".


The bench, while deciding the matter, considered various verdicts of the Supreme Court, National Consumer Disputes Redressal Commission and a state commission, all of which had held that students are not consumers.


The youth had approached the consumer forum after he was refused a refund from the institute, which denied the allegations of any unfair trade practice.

Electronic Media Production Centre (EMPC) of IGNOU

The Electronic Media Production Centre (EMPC) has emerged as a major hub for the use of electronic media in distance education. Housed in the Sanchar Kendra Complex at Maidan Garhi campus in New Delhi, it serves as a Nodal Resource Centre in production, dissemination and transmission of educational software in the country, utilising a wide range of communication media. The facilities are being shared with various educational and training institutions, State Open Universities, Central and State Govt Ministries/Departments, NGOs, corporate bodies and other sectors.
The major activities undertaken by the Centre are the production and dissemination of educational audio-video programmes. Curriculum-based audio-video programmes are developed to supplement the courseware of IGNOU by a trained and skilled in-house staff, using state-of-the-art facilities. In addition, freelance filmmakers have been empanelled and suitable programmes are also sourced from agencies such as UKOU, Transtel DW TV and RCI, etc.
Both broadcast and non-broadcast modes of delivery are adopted. The cassettes/CDs are sent to RCs/SCs and are also sold at reasonable rates through the Marketing Unit of the EMPC.

Campus Placement Cell (CPC) of IGNOU

The  mission and endeavor of this Cell is to enhance and facilitate the process of gainful employment for its divergent and distributive learner population for entry-level jobs as well as mid-career level employment opportunities, matching and commensurate with their personal and academic profiles. In the present day business scenario, companies demand job-ready candidates for employment at the shortest possible time period.
The qualified students are expected to be equipped with employable skills suitable for respective sectors. Taking into account this scenario, the cell has aligned its strategies to enhance the Employ-ability Quotient of our students by imparting employable skills training after their skills mapping and bridging the gaps through appropriate training.
The cell conducts on-campus and off-campus placement and employ-ability enhancement activities at the headquarters and at some Regional Centres.
The CPC will be operationalizing placement cells at 6 Regional Centres of IGNOU that have very large IGNOU alumni in order to reach out to the dispersed IGNOU alumni more effectively

About Distance Education

The open and distance learning system in India has emerged as an important mode for providing education to diverse sections of society. Besides, the changing dynamics of the ODL system in the last six decades have been encouraging. With the proliferation in the ICT, the boundaries of classroom or campus are becoming blurred. As it is said, the temporal and spatial boundaries have disappeared ( Kulandaiswamy, 2011). The impressive number of ODL institutions in the country bear testimony to the fact. Single-mode open universities have increased from four in number during the 8th Plan period to 14 in the 10th Plan period. The number of dual mode universities offering programmes through the distance mode (DEIs) has risen to more than 200. This is due to the fact that the growth in the infrastructure for face-to-face instruction is unable to match the educational demands of the ever-increasing number of aspiring students. At present nearly 25% students of higher education in the country are enrolled in the ODL system. 

In the last six decades the ODL system has registered a phenoimenal growth in the context of expansion and diversification of higher education. From a single institution in 1962 ( Delhi University) the number of ODL institutions has reached approximately 250 including Central, State, Deemed to be and Private Universities along with many stand alone institutions.

IGNOU launches Certificate Programme in Russian Language


The School of Foreign Languages of the Indira Gandhi National Open University (IGNOU) has launched a Certificate programme in Russian Language which aims to provide the basics of Russian Language for beginners enabling them to read, write and speak Russian language in an accurate manner.
The six month duration programme worth 16 credits is bilingual (Russian/English) and is offered through Open and Distance Learning mode through Self Learning Material integrated with Audio-Visual components.
 
The programme is useful for all sections of society and especially for those engaged in Tourism, Defense, Multinationals, Education, BPO, KPO and SMEsectors. It is equally useful for fresh graduates who wish to go to Russia and the CIS for further studies, said Shivaji Bhaskar- Programme Coordinator & Faculty of Russian at SOFL IGNOU.
According to Prof. Anju Sehgal Gupta, Director, SOFL, “the demand of Russian in India is ever-growing. As one of the official language of the UN, knowledge of Russian will certainly give an added advantage to learners in their respective fields.
