No recognition for Mumbai varsity’s IDOL courses yet

MUMBAI: Uncertainty over admissions of over 65,000 students in Mumbai University’s Institute of Distance and Open Learning (IDOL) continues, as University Grants Commission (UGC) is yet to recognise their courses. An inspection by Distance Education Bureau (DEB), a UGC arm, is pending for few months. The institute’s name did not find mention even in the last list released on March 26, despite a fresh application in October 2018.

A university official said all courses offered by IDOL were recognised till 2017-18. “Recognition is pending only from the 2019-20 academic session. Over 65,000 students have taken admission in 2018-19, across courses,” said the official. While the university maintained the process is pending, and no course has been derecognised, IDOL’s name did not figure in multiple lists of recognised institutions released by DEB in the last one year.

While grading from National Accreditation and Assessment Council (NAAC) was a must for the affiliating university, UGC has relaxed norms till the end of 2019-20. In a notice put by the university, the administration clarified that NAAC criteria had been relaxed till the end of the 2019-20 academic session, so there is no hindrance in the process. MU’s NAAC accreditation expired in April 2017. Since then, the university has missed the deadline to apply for NAAC more than once.

“Data compilation is over. But the pending recognition of some centres (such as law academy) by independent agencies/council has been a problem for few months,” said a university official.

A university spokesperson said a team from UGC is expected to visit the campus in April. “Since NAAC criteria is relaxed, there should not be any problem in getting recognition. We got a letter from UGC in December stating that a committee has been appointed to inspect MU along with two to three other campuses. We hope to get it soon,” said the spokesperson.

UGC issues guidelines for setting up of Centre for Women Studies in varsities, colleges

NEW DELHI: The University Grants Commission (UGC) has issued guidelines for setting up of Centre for Women Studies in universities and colleges and has sought proposals. According to a senior UGC official, "Women studies centres will have special focus on most marginalised and disadvantaged women in the society. These include women from Schedule Caste and Tribes, women with disabilities, women living in unsafe environments, among others."

UGC rules not binding on unaided varsities: HC

CHANDIGARH: The Punjab and Haryana HC has clarified that the University Grant Commission (UGC) regulations are not mandatory for unaided and self-financed varsities. For these institutions, the UGC regulations are directory in nature, it added.

Justice Jaswant Singh of the HC also said additional conditions other than those prescribed under the UGC regulations can always be imposed by such unaided and self-financed universities. The HC also dismissed a petition filed by Jyoti Rani, in which she had challenged the June 7, 2018 decision taken by the Patiala-based Thapar Institute of Engineering and Technology (TIET)’s board of governors to discharge her from the post of assistant professor (food science & technology). TIET, Patiala is a deemed university.

UGC bans degree courses in Agriculture through Open and Distance Learning but retains certificate and diploma courses

NEW DELHI: Universities can no longer provide degree programmes in Agriculture through distance learning mode following a restriction imposed by the University Grants Commission (UGC). The rule, however, will not restrict distance learning diploma, certification and postgraduate diploma courses.

The decision to ban degree programmes in agriculture was taken on the ground that the course work is technical in nature as it requires practical projects or laboratory courses.

“The blanket ban is only on degree programmes through Open and Distance Learning (ODL). It is not applicable on certificate, diploma and PG diploma programmes that are being offered by Indira Gandhi National Open University (IGNOU) and other institutes,” said MK Salooja, director, School of Agriculture, IGNOU. He adds that the short-term courses are crucial to impart skill-based education and are used for knowledge enhancement by students. “The need of distance education is high in our country as students in the interiors have limited access to resources. However, it is important for the institutes to maintain the quality of these courses,” says Salooja.

UGC

University Grants Commission (UGC) is a statutory body set up by the Indian Union government in accordance to the UGC Act 1956 under Ministry of Human Resource Development. It is charged with coordination, determination and maintenance of standards of higher education. It provides recognition to universities in India, and disburses funds to such recognised universities and colleges. UGC, along with CSIR currently conducts NET for appointments of teachers in colleges and universities.

Punjabi University sets up research centre to develop technologies for differently abled

PATIALA: Punjabi University has established a research centre aimed at bridging the gap between society and the differently abled for easy and effective communication. The Research Centre for Technology Development for Differently Abled Persons will be dedicated to the development of technologies.

Vice-Chancellor Dr BS Ghuman said the step has been taken by the university as the welfare of society. "Differently abled people face many difficulties to communicate even for their daily needs. If technology provides them with a system where the can express everything easily then they can become self-dependent. Their interaction with society would enrich them in the process of socialization.

Dr Vishal Goyal, Professor, who has already been working on Indian Sign Language (ISL) Machine Translation projects for hearing impaired at the university said, "This is the first officially established research centre on the subject in North India. We along with Dr Lait Goyal, Associate Professor, DAV College Jalandhar have developed machine translation system to translate simple English text to ISL synthetic animations. We will now use it to effectively translate complex and compound sentences also. The project will become an effective tool to communicate in terms of academics, for teaching hearing impaired people, making public announcements in ISL and preparing course contents in ISL to assist differently able students in academics."

The centre will develop a two-way communication system and one of its projects will translate sign language to simple English language as well. Explaining it, Dr Vishal Goyal, coordinator of the centre said, "The whole process will become a two-way communication system and will bridge the gap between society and the differently abled. A hearing-impaired person standing at the railway station will not need someone to translate his sign language. Instead, the machine will decode his sign language into simple English language and communicate it to the announcer. The announcer can then speak into the system which will be translated into sign language for the hearing impaired."

"The the project will not remain language specific as we will develop the software to further, incorporate Punjabi text for its similar translation to ISL", he added.

As of now, the centre has been established without any budget. Officials said the department will generate funds for its operation through funding from agencies in the industry as part of their Corporate Social Responsibility.

Dr. G.S.Batra, Dean Academic Affairs told that Department of Computer Science is developing a number of tools for the welfare of differently abled people and also copyrights have also been credited for the same. He said the centre is not confined to the development of machine translation system into ISl, it will further be developing projects related to Blindness, autism etc.

Col Karminder Singh, Director, deaf and dumb school, Patiala appreciated this move initiated by Vice-Chancellor, Punjabi University Patiala.
