ABOUT THE PROGRAMME

In the backdrop of importance placed on creating awareness on climate change science and adaptation strategies by various ministries under the Government of India, the programme was tailor-made to incorporate the developments in the domain of climate change with respect to human influences on climate, the consequences of climate change, climate change conventions and protocols. The learners will be enriched with knowledge on the impact of climate change on terrestrial and aquatic ecosystems. The learners will be capacitated with the response options to the climate change like mitigation and adaptation strategies. 


PROGRAMME OBJECTIVES

IGNOU launches Bachelor of Business Administration (Services Management) programme in collaboration with Maharashtra Knowledge Corporation Ltd. (MKCL) from January, 2020 Admission Cycle

IGNOU’s School of Management Studies has launched Work-based Bachelor of Business Administration (Services Management) Programme in collaboration with MKCL from January, 2020 Admission Cycle. The programme shall be on offer through ODL mode. The Students of this programme are required to be working in an organization offering a real-life work-experience to them in various entry-level roles in any of the service sectors during the entire minimum period of the programme (i.e. 3 years). 
The focus of this programme is on the ability enhancement & work based learning and to make students employable. This programme is in the form of e-Learning supported workplace provided by the industry partner wherein the learners get an intensive exposure, experience and practical skills under the guidance of mentor(s).It is an innovative learning programme which blends the work environment and learning environment.
Eligibility:
In order to qualify for admission to this programme the applicant should:

IGNOU introduces MA in Journalism and Mass Communication

Indira Gandhi National Open University (IGNOU) has launched two new courses which would begin from the session of January 2020. IGNOU has launched the courses of MA in Journalism and Mass Communication and Bachelor of Business Administration (Services Management).
The application process for the new courses has begun on the official website and the last date for the interested candidates to apply is December 31, 2019.

"The programme will be useful for those who intend to make a full-time career in the print media, radio, television, new media, advertising, public relations, media research and development media sectors. It will be equally relevant for those who are already employed in any of these media and would like to upgrade their knowledge and skills."

New courses' eligibility criteria, fee:

For MA Mass Communication and Journalism:
Graduates are eligible to apply for an MA in Journalism and Mass Communication course. The fee for the entire course is Rs 25,000/ for two years which is payable in two instalments of Rs 12,500/ per year.
For BBA programme:
  • The university's BBA programme is in collaboration with Maharashtra Knowledge Corporation Limited (MKCL).
  • The students of this programme are required to be working in an organization offering a real-life work-experience to them in various entry-level roles in any of the service sectors during the entire minimum period of the programme, which is 3 years.
For the BBA course:
Candidates must be Class 10+2 passed. Selection would be through the entrance test.

IGNOU bags 2nd Prize in Swachh Campus Ranking 2019 of Higher Educational Institutions in the Non-Residential University Category

Indira Gandhi National Open University (IGNOU) has been ranked 2nd in Swachh Campus Ranking 2019 of Higher Educational Institutions in the Non-Residential University Category. The award was received by Prof. Nageshwar Rao, Vice-Chancellor of IGNOU from Shri R. Subrahmanyam, Secretary, Higher Education. Prof. Satyakam, Pro-VC IGNOU was also present at the dais along with VC to receive the award.

The rankings were announced at the Swachhta Ranking Award Ceremony held today in New Delhi. Chairman UGC, Shri D.P.Singh and Chairman AICTE, Shri Anil Sahasrabudhe were also present along with other officials during the event.

The Union Minister for Human Resource Development, Shri  Ramesh Pokhriyal addressed the participants through video-conference and stressed on the need to save water and urged every student to pledge to save at-least one-liter of water daily.

On being awarded the 2nd prize in the Swachh Campus Ranking 21019, Prof. Nageshwar Rao, VC IGNOU complimented the IGNOU employees including faculty members, and administrative staff for maintaining high standards of hygiene and cleanliness in the campus. He said we should also work towards conserving water and energy.

This year 6900 Institutions had applied in different categories. The institutions were shortlisted based on cut-off after inspection by AICTE & UGC. Best 52 institutions were selected.

The different categories included; Universities (Residential & Non-Residential), Colleges  (Residential & Non-Residential), Technical Institutions (Universities – Residential), Technical Colleges (Residential & Non-Residential). This year new categories; One-Student One Tree, Solar Powered Lamp, and Jal Shakti Abhiyan (water conservation) were also introduced.

Outside IGNOU, zero transgender students in Central Universities: MHRD

NEW DELHI: The Ministry of Human Resource Development told Parliament on December 2 that there isn’t even a single transgender student in any of the conventional Central Universities.
However, 814 transgender students have enrolled over the past five years in Indira Gandhi National Open University which runs distance education programmes.

A Supreme Court judgement in 2014, popularly known as the NALSA judgement after main petitioner – the National Legal Services Authority of India – had recognised transgender people as the “third gender” and also as a backward class deserving of affirmative action in the form of reservation in education and employment.

Five years later, like the missing students, transgender teachers are missing from the Central Universities as well. The Transgender Persons (Protection of Rights) Bill 2019, passed Rajya Sabha last week, is not likely to help change things as it has laid out a complicated process for declaring transgender identity. The Bill has been widely criticised by the community. A statement issued by the community after it was passed said: “It violates the NALSA judgment by framing a two-step process where transgender identity is first mandatorily granted by a District Magistrate with a requirement for surgery before one can change this to a binary gender marker.”

IGNOU launches course for MBBS graduates in Medical Management of Disasters

The Indira Gandhi National Open University has launched a new Post Graduate Certificate course in Medical Management of CBRNE Disasters. The programme also to be known as PGCMDM has been launched in collaboration with the Defence Research and Development Organisation (DRDO), Institute of Nuclear Medicine and Allied Sciences (INMAS) and Integrated Defence Staff (IDS). The decision to include this course under the Open University was taken in the 51st meeting of the Academic Council Standing Committee of IGNOU.
The PGCMDM course will be offered from the January 2020 academic session under the School of Health Sciences, IGNOU. The six-month duration course will be offered at AIIMS Jodhpur, Nizam's Institute of Medical Sciences Punjgutta- Hyderabad, AIIMS Rishikesh and AIIMS Saket Nagar- Bhopal. Students who have a valid MBBS degree from any recognized institution will eligible to enroll for the course. Admission to the course will be both through January and July cycle.
The press release by IGNOU states that the undergraduate curriculum of MBBS does not cover the specific skill set and knowledge required for medical management of CBRNE disasters and India, particularly, is vulnerable to CBRNE attacks. The Government and the society, thus, require creating special provisions in order to be prepared to deal with such attacks, read the statement. CBRNE is the abbreviation for Chemical, Biological, Radiological, Nuclear and Explosive.

IGNOU Celebrates 34th Foundation Day

Indira Gandhi National Open University (IGNOU) celebrated its 34th Foundation Day on November 19, 2019. The Foundation Day celebration started with the floral tribute at the statute of Late PM Smt. Indira Gandhi situated at the main gate of the IGNOU headquarter in Maidan Garhi by Prof. Nageshwar Rao, Vice Chancellor IGNOU and other key functionaries of the university including Pro-Vice Chancellors, School Directors faculty members and IGNOU fraternity. The Chief Guest on the occasion was Shri Vinay Saharsrabuddhe, President- ICCR, Member of Parliament, Rajya Sabha.
To mark the occasion, an exhibition showcasing University’s journey over the years highlighting the achievements was organized at the Baba Saheb Ambedkar convention center. The Vice Chancellor along with the Chief Guest inaugurated the exhibition.
A film about IGNOU titled “Garv, Garima aur Gaurav ke 34 Varsh” was also shown highlighting the university’s journey since the inception and how it has evolved into a pioneer of Open Education institution. The short film was put together by the Electronic Media Production Center of IGNOU.

400 Scholarships Announced For Young Artistes

NEW DELHI: 
A total of 400 scholarships have been announced by the Centre for Cultural Resources and Training (CCRT) Ministry of Culture to be awarded to young artistes of outstanding promise in the fields of Indian Classical Music, Indian Classical Dances, Light Classical Music, Theatre, Visual Arts, Folk, Traditional and Indigenous Arts. The scholarship aims to give assistance to the young artistes for advanced training within India.
The last date for submission of application is December 5.
Candidates having adequate knowledge in the concerned arts or discipline with minimum of 5 years training with their Guru or institutes are eligible to apply for the scholarship. Applicants should be within 18-25 years as on April 1.
Scholars will be paid Rs. 5000 per month for a period of two years, which is the duration of the scholarship.
The Scholar will be required to undergo a rigorous training which would include minimum of three hours a day for practice apart from the theory classes required for the subject.
"Candidates will be required to appear for an interview/ performance before an expert Committee. The date, time and venue of the interview/ performance will be intimated to the candidates through e-mail given by the candidates in their online application. The selection will be made purely on merit," reads the notice released by CCRT.

Admission Concession To Kashmiri Pandits Within Existing Quota: HRD

The extension of concessions available for wards of Kashmiri migrants for admission in higher educational institutions to Kashmiri Pandits living in the valley, will be within the existing quota only, the HRD Ministry has clarified.
The ministry had last month decided that the concessions available for Kashmiri migrants will also be available to non-migrant Kashmiri Pandits or Kashmiri Hindu families, for admission into higher educational institutions in other parts of the country from the 2020-21 academic session.
Following the notification, the Ministry received various queries from educational institutions about whether the "increase in intake capacity up to 5 per cent course wise and reservation of at least one seat in merit quota in technical and professional institutions is over and above the existing quota.
"It is clarified that the concessions for wards of both Kashmiri Migrants and Kashmiri Pandits living in the Valley for admission in higher educational institutions from academic year 2020-21 and onwards are within the existing quota till further orders," the HRD Ministry said in an official communication.
The HRD Ministry had taken the decision following discussion with the Home Ministry and the Jammu and Kashmir government after it had received several representations to extend the concessions to non-migrant Kashmiri Pandits as well.
The concessions granted to students include relaxation in cut-off percentage up to 10 per cent subject to minimum eligibility requirement, increase in intake capacity up to five per cent in each course and reservation of at least one seat in merit quota in technical and professional institutions.


While there is no requirement of domicile certificate of Kashmiri migrants, the Kashmiri Pandits or Kashmiri Hindu families living in the valley will need domicile certificate to avail concession.

MHRD Extends Last Date To Apply For '2020 Commonwealth Master's Scholarship In The United Kingdom'

Ministry of Human Resource Development (MHRD) has extended the application date for '2020 Commonwealth Master's Scholarship in the United Kingdom'. The last date to apply for the scholarship was November 15 but the same has now been extended to December 15, 2019. The Scholarships are offered by the Commonwealth Scholarship Commission (CSC), UK.
The scholarship is being offered for pursuing one year master's degree courses which will commence in September/October 2020. Candidate having offer of admission for academic year 2019-20/2020-21 can apply for 2020 Commonwealth Scholarship UK.
Commonwealth Master's Scholarship is offered under the following themes:
  • Science and technology for development
  • Strengthening health systems and capacity
  • Promoting global prosperity
  • Strengthening global peace, security and governance
  • Strengthening resilience and response to crises
  • Access, inclusion and opportunity
Interested and eligible candidates can check details of the scholarship and apply for it on the Sakshat portal, 'proposal.sakshat.ac.in/scholarship'.
While applying for the scholarship, applicants will have to upload a personal statement of about 500 words that summarizes the ways in which applicant's personal background has encouraged them to want to make a contribution to development in their country. The applicant will also have to submit how they would benefit their country. Other mandatory questions include objectives during the award and career plans in the 5 years following the award.

Central Education Bill Gets President's Assent

The Central Educational Institutions (Reservation in Teachers' Cadre) Act, 2019 has received assent from the President and will be deemed to have come into force on March 7, 2019. The Act replaces the Central Educational Institutions (Reservation in Teachers' Cadre) Ordinance, 2019 which now stands repealed.
The Act provides for the reservation of posts in appointments by direct recruitment of persons belonging to the Scheduled Castes, the Scheduled Tribes, the socially and educationally backward classes and the economically weaker sections, to teachers' cadre in certain Central Educational Institutions.
As per the provisions in this act, a Central Educational Institute will be regarded as one unit for the purpose of reservation of posts.
The reservation of posts in direct recruitment out of the sanctioned strength in Teachers' cadre will be in the following manner:
  • 15 per cent reservation for Scheduled Castes
  • 7.5 per cent reservation for Scheduled Tribes
  • 27 per cent reservation for socially and educationally backward classes
  • 10 per cent reservation for economically weaker sections
However, not all Central Educational Institutions fall in the purview of this act. The Act leaves out the institutions of excellence, research institutions, institutions of national and strategic importance and a Minority Educational Institution.
For the purpose of creation of additional faculty posts in Central Educational Institutions due to the provision of 10 per cent reservation for Economically Weaker Sections category, the government has already sanctioned of Rs. 717.83 crores for the period 2019-20 and 2020-21. After 2020-21, the additional posts of the faculty will be factored in the regular budget estimates.
The Act restores earlier reservation system based on 200 point roster.
Sub clause (c) of clause 6 and sub clause (a) of clause 8 of the University Grants Commission Guideline, 2006 provided that a University or College be treated as one unit and not the Department or subject when determining reservation roster points in teaching posts in Central Universities.
However, the said clause was quashed by the Allahabad High Court and the same was upheld by the Supreme Court. The Apex Court held the view that cadres can be combined for the purpose of reservation. This necessitated a move from a 200-point roster system to 13-point roster system, a move which brought recruitment process to a standstill.
The present Act will allow filling up of up of more than 7000 existing vacancies in Central Educational Institutions and pave the way for filling up 3 lakh vacancies in the Government (Central and State) Educational institutions by direct recruitment in Teacher's Cadre.


IGNOU Revises December Exam Dates Clashing With Jharkhand Assembly Elections

NEW DELHI: 
Indira Gandhi National Open University (IGNOU) has revised the December 2019 Term End Exam (TEE) date sheet. The revised date sheet is available on the University's official website. The examination dates for only certain papers have been changed in view of the upcoming assembly elections in Jharkhand. The changed date sheet will be effective across the country and not just in Jharkhand.
The examinations which fall on election dates have been shifted to December end and beginning of January.
All exams which were scheduled on December 7 will now be held on December 31, exams earlier scheduled on December 12, 16, and 20, will now be held on January 1, 2, and 3, 2020.
IGNOU will release the admit card for the December Term End Examination 10 days prior to the commencement of the examination. Students must note that the admit card will be released only for those students who submitted examination form and have submitted the assignments for their respective courses.
The result for IGNOU December 2019 TEE will tentatively be released in February next year. The University also has the provision of early result declaration for students who submit a request for the same. In such cases, the result is declared within 30 days of the examination. Early result declaration is allowed only for final year/semester exam.

Jamia Millia Islamia Gets Four New Departments, UGC Approves 28 Teaching Positions


Jamia Millia Islamia is introducing 4 new departments for which University Grants Commission (UGC) has approved 28 teaching positions.
The new departments are-- Foreign Languages, Hospital Management and Hospice Studies, Design & Innovation and Environmental Sciences.
For each department the UGC has approved 7 teaching positions. Each department will have one Professor, two Associate Professors and four Assistant Professors.
JMI Vice-Chancellor Prof. Najma Akhtar addressing Jamia community on the 99th Foundation Day of the university on October 29, had said that four new departments will be opened shortly.
Thanking the UGC for giving the approval the Vice-Chancellor said the new courses will help preparing students as per available job opportunities in the market.
"In future we are planning to introduce more such courses in the university," she said.
Jamia Millia Islamia University was established in 1920. The University up until now had 39 departments catering to disciplines in Science, Arts, and Humanities. The University conducts an entrance test for admission to its various courses.
Jamia Millia Islamia University is considered to be one of the prominent universities in the country with the University acquiring 12th rank among Universities and 19th overall rank in the NIRF rankings released for the year 2019.

Admission Begins For IGNOU's January 2020 Session

NEW DELHI: 
Admission to graduate, postgraduate, diploma and certificate courses in the January 2020 session at the Indira Gandhi National Open University (IGNOU) has begun. The application submission link is available online at the official website ignou.ac.in.
IGNOU is the largest open university in India and has 21 schools through which it offers undergraduate, postgraduate, diploma, and certificate courses.
Candidates who are already enrolled in a programme of one year or longer duration can also simultaneously register themselves for any Certificate programme of 6 months' duration in IGNOU. However, if there is any clash of dates of counselling or examination schedule between the two programmes taken, the University will not be in a position to make adjustments.
The evaluation system in IGNOU is different from that of conventional universities.
IGNOU has a multi-tier system of evaluation which includes assignments which are tutor-marked, practical assignments and seminar/ workshops/extended contact programmes, term-end examination, project work, etc.
The student has to write assignment before taking term-end examination and qualify in both as per the pass mark criteria.
