Students can seek answer sheets under RTI, says CIC

NEW DELHI: There's good news for students. The CIC in an order has ruled that educational institutions that are public authorities cannot refuse to provide exam answer sheets under the RTI Act. The Guru Gobind Singh Indraprastha University had refused to part with the information, instead asking the student to approach the university exam cell for the same service but with a fee.

The order came on an RTI filed by Swati Babbar, a student of architecture in IP university, who wanted a copy of the answer sheets of exams she sat for in 2016. The public information officer of Guru Gobind Singh Indraprastha University (GGSIPU) refused to give the information, asking the RTI applicant to approach the university to inspect the answer sheets at a fee of Rs 1,000, as per university rules.

Ruling that an examinee has a "statutory as well as equitable" right to know about the evaluation process, information commissioner Yashovardhan Azad said, "Seeking access to an examination answer script is well within the ambit of the RTI Act." Azad added, "The Apex Court ... has held the evaluated answer scripts to be within the meaning of information."

Azad also averred that since the appellant was the examinee herself, exemption under Section 8(1)(e) was also not available to the university.

The CIC was scathing about GGSIPU's practice of charging a fee for the service, observing that the university, as per the contention of the PIO, wasn't averse to disclosure, but wanted the appellant to approach under the university's internal mechanism.

IGNOU launches GyanDarshan through webcast and FB page, reaches worldwide

The Indira Gandhi National Open University (IGNOU) took two major steps today for imparting knowledge through ICT and social media World over. The Gyandarshan channel of IGNOU was launched through webcasting along with the IGNOU EMPC page on Facebook. This will make the IGNOU programmes available on the mobile phones too.

The Gyandarshan programmes can be accessed at www.ignouonline.ac.in/gyandarshan.  While launching the webcast, Prof. Ravindra Kumar, Vice Chancellor, IGNOU described it as a major step forward in implementing the education through electronic media. He also mentioned that, “We are digital and open university now. There is no distance between us and our learners.”

Prof. Kapil Kumar, Director, Electronic Media Production Centre (EMPC), IGNOU, on what kind of programmes would get telecast, stated that, “We will use this platform as a promotional tool for our country’s cultural awareness and empowerment on a variety of themes on issues and challenges related to societal development, cultural heritage, environment etc.

Higher education through digital transformation the only way forward in Young India

World over universities are disrupting and innovating on teaching and learning pedagogues. But in India, universities are still characterized by impractical learning, out-of-touch faculty, exorbitant fees (in private universities) and diminishing employment as job seekers outnumber opportunities.

According to Harvard's Prof Clayton M. Christensen, Disruptive Innovation brings to the market a product or service that isn't as good as traditional but is less expensive and user friendly. Online learning is such a technology-enabled option that is making the world reconsider higher education models. Indian universities have talented faculty and good students, but suffer from slow processes, non-digital pedagogues, and theoretical rather than experiential learning.

IGNOU launches lecture series on BHARAT-BODH

The Indira Gandhi National Open University (IGNOU) in association with Bhartiya Shikshan Mandal (BSM) inaugurated a lecture series on Bharat Bodh. The inauguration was done by Sh. Prakash Javadekar, Minister for HRD, Govt. of India. He said, “the lectures should be conducted in a series all over India.” He also inaugurated the IGNOU DIGI NEWS of the University which shall be made available on its website for the entire IGNOU fraternity and its students and learners.

 

“Bharat’s education system became such that we kept on forgetting Bharat’s culture and insisted on remembering the rest of the world’s. It is necessary to know and remember the world but this does not imply that we can forget Bharat. It is necessary to understand the Bharat and its glorious past,” he said while bringing forward the need to conduct this conference. 

 

He suggested that, “All the philosophy and Indology students of colleges should attend this lecture series. People do not know about India. We should know the true identity of our own country. Knowledge Tradition and Practices of India, which is a course in CBSE taught in class 11th and 12th, teaches India’s culture from ayurveda to science.”

 

“We will replicate such courses with NCERT because we think our true identity begins with the identity of our nation. Without knowing it, we will not be able to decipher the truth about the world. We are open to discussions about the value of our past.”

 

The Vice Chancellor of IGNOU, Prof. Ravindra Kumar confirmed that, “The University shall soon launch a new formal academic programme called Certificate course in Bharat Bodh. This will talk about the cultural wealth of India and will also take a critical look at it. We will not take everything for granted and critically examine it and whatever is valuable we will retain it.”

 

Talking about the series of this lecture, he said, “It will be an interactive series where we will invite people to raise questions, issues and debates from all over India with the help of our regional centres having nationwide presence. A lot of traditional wisdom is available in our country which is untapped. We have to make a syllabus which is India centric.”

 

Bharatiya Shikshan Mandal's Secretary of Organizing Committee, Shri Mukul Kanitkar referred to teaching of Swami Vivekanand who ‎through his various books and lectures tried explaining meaning of Bharat and what constitutes and binds this great country. He said that every country is unique and excels in that field; citing examples, he said that English were good at politics so pursued policy of imperialism world over. Similarly Vivekanand in 1897 had said that Americans would excel in business as Americans are very enterprising and today they have whole world as their market. India too has some traits which are our identity which we need to recognize and realise that would be Bharat Bodh for us. And that is our endeavour through this lectue series. 

 

Prof. H. R. Nagendra, founder vice chancellor of Swami Vivekananda Yoga Anusandhana Samsthana (S-VYASA) in his lecture dwelt upon the science that is Yoga which he said transcends asanas and exercise as is understood by people but it is a science where "Prana" that is the real you which is beyond body and matter connects with the eternal energy that is changeless and constant. He referred to quantum mechanics principles and how those principles manifest themselves in Yoga. 

 

Swami Atmapriyananda, Vice Chancellor of Ramakrishna Mission Vivekanada University talked about the oneness of human beings. He stressed on Indian thought of all of us being part of the same energy source and eventually becoming part of the same eternal energy after death.

11 lakh teachers to be trained by March 2019

NEW DELHI: Come Gandhi Jayanti, the ministry of human resources development will start one of the largest teacher education programme across the country, aimed at training around 11.09 lakh untrained teachers by March 2019. The ministry, on Teachers' Day, is also likely to kickstart the ambitious project of teaching 2,000 students of Kendriya Vidyalayas using tablets for science and mathematics subjects.

HRD minister Prakash Javadekar told TOI that teachers' education was an important part of school education reforms and there were over 11 lakh untrained teachers in schools under Sarva Shiksha Abhiyan - six lakh in government schools and five lakh in private ones. Earlier, under the RTE Act, they were supposed to complete diploma in elementary education by 2015.

Claiming that there would be no further extension and this was the last chance to train themselves or lose their jobs, Javadekar said, "We have extended the time up to 2019 as untrained teachers are an injustice to students. So, for the first time, we are going to train them through Swayam and Swayam Prabha, not through DEd or BEd colleges. We expect more than eight to nine lakh teachers to register, but the actual figure will be available on September 15."

"We will start the courses on October 2 and will continue them till June 2018. Next year, it starts in July and it will go on till March 19, 2019. The programme includes 1,080 lectures and nine courses in 10 languages. Apart from online training there will also be a total of 24 face-to-face workshops during school holidays. For the first time, we are having this kind of technology-enabled teacher training for lakhs of teachers."
The ministry is also planning to roll out tablet-based learning in KVs from September 5. The Kendriya Vidyalaya Sangathan submitted the proposal to the ministry in May and the pilot run will begin with students of Class IX or Class XI. "The idea is to supplement the knowledge the students get from their books in science, technology, engineering and mathematics (STEM) subjects using technology," said a ministry official.

Students will not only access reading material online but also submit their assignments for online evaluation. Over 2,000 students from KVs across 25 regions will be selected for the pilot. At least one school in every region will be covered by the initiative.
Based on the outcome of the experiment, the ministry will decide on incorporating the scheme into school education, in 2018.

KVS has already prepared the training module for teachers who will be part of the pilot run. The HRD ministry, it is learnt, will provide tablets free of cost to students. A student will be able to retain the device for two to four years, depending on which class he or she is in.

India will gain 100% literacy in next 5 years, Union HRD Minister Prakash Javadekar says

JAIPUR: Union HRD MinisterPrakash Javadekar on Saturday claimed that India would achieve 100 per cent literacy rate within the next five years.

"There was a literacy rate of 18 per cent in the post independence era. Today it has gone up to 80 per cent and I guarantee that within next five years, it will be 100 per cent. There will be no illiteracy in the country," he said here while speaking at the 'Festival of Education' organised by the Rajasthan government along with education provider GEMS Education.
