International Mother Language Day - 21 Feb 2021

International Mother Language Day was proclaimed by the General Conference of the United Nations Educational, Scientific and Cultural Organization (UNESCO) in November 1999. The UN General Assembly welcomed the proclamation of the day in its resolution of 2002.

On 16 May 2007 the United Nations General Assembly in its resolution A/RES/61/266 called upon Member States "to promote the preservation and protection of all languages used by peoples of the world". By the same resolution, the General Assembly proclaimed 2008 as the International Year of Languages, to promote unity in diversity and international understanding, through multilingualism and multiculturalism and named the United Nations Educational, Scientific and Cultural Organization to serve as the lead agency for the Year.

Today there is growing awareness that languages play a vital role in development, in ensuring cultural diversity and intercultural dialogue, but also in strengthening co-operation and attaining quality education for all, in building inclusive knowledge societies and preserving cultural heritage, and in mobilizing political will for applying the benefits of science and technology to sustainable development.

Many Tihar inmates pursuing PG courses

A prison may not jump to mind when you think of the pursuit of education. But Tihar jail has many inmates who are undertaking courses from Indira Gandhi National Open University, including master’s degree in public administration, postgraduate diploma in business operations, bachelor’s degree in social work and certificate in food and nutrition.

An RTI filed by law student Aniket Gaurav elicited these details of courses being pursued by Tihar inmates for the past five years. Most students are enrolled in certificate and diploma courses. A large number, of course, are undertaking Class X and XII courses. There are many incarcerated students enrolled in bachelor’s degree courses.

UGC allows top universities to set up campuses abroad

India’s top ranked universities with Institute of Eminence status, such as the Indian Institutes of Technology and Indian Institute of Science, can now set up branch campuses abroad after India’s higher education regulator the University Grants Commission (UGC) this month amended its regulations to allow them to set up offshore campuses.

Public or private ‘Institutes of Eminence’ would have to submit an application to the Ministry of Education with details of their 10-year strategic vision plan and a five-year implementation plan, including academic plans, faculty recruitment, student admissions plan, research, infrastructure development, financial, administrative and governance plans, with clear annual milestones and identifiable outcomes, according to the UGC, which will also review the applications together with an Empowered Experts Committee.

Institutions must also obtain permission from the Ministry of External Affairs and Ministry of Home Affairs to start an overseas centre, it said.

But the rules for overseas centres are stringent and could be difficult for most Indian institutions to meet. The UGC guidelines state that an institute wanting to set up an overseas centre must ensure it evolves as a multi-disciplinary research and teaching campus with at least three faculties and a minimum of 300 teachers and 3,000 students by the end of 10 years.

The ‘norms and standards’ of the off-campus centre should be the same as the main campus for similar courses, and should have similar admission criteria, and curriculum, examination and evaluation systems, it said.

Government proposes nine higher education hub cities

The Indian government plans higher education hubs in nine cities, Finance Minister Nirmala Sitharaman announced during her budget speech last week.

Sitharaman unveiled a proposal to set up formal ‘umbrella structures’ to capitalise on ‘research synergies’ between research institutions, universities and colleges, while also maintaining internal autonomy of institutions.

Nine cities will have a ‘higher education cluster’ each, for better collaboration among institutions and assisting collective development without limiting their individual autonomy, Sitharaman said in her address to parliament.

Sitharaman named the southern city of Hyderabad in Telangana state as an example, with 40 major institutions. The city is already a centre for the technology industry while the University of Hyderabad was ranked first among Indian universities for research output by Nature Index for 2019-20.

Distance Education

Distance education
, also called distance learning, is the education of students who may not always be physically present at a school/college.

Traditionally, this usually involved correspondence courses wherein the student corresponded with the school/college via mail

Today, it involves online education. A distance learning program can be completely distance learning, or a combination of distance learning and traditional classroom instruction (called hybrid or blended). Massive open online courses (MOOCs), offering large-scale interactive participation and open access through the World Wide Web or other network technologies, are recent educational modes in distance education.

A number of other terms (distributed learning, e-learningm-learning, online learning, virtual classroom etc.) are used roughly synonymously with distance education.
